Where do I put sitemap.html?

Upload it to your website root (or paste the list into a "Sitemap" page in your CMS) and link it from the footer.

Is an HTML sitemap the same as sitemap.xml?

No. sitemap.xml is for search engines; an HTML sitemap is a page people can read. Many sites use both.
